JOB DESCRIPTION

 

 

Title:

 

Supervisor of Plant Operations & Safety

 

 

 

Qualifications:

 

Must possess a current Certified Educational Facilities Manager

certificate (CEFM)

 

High school diploma

 

 

 

Five years relevant experience in most facets of public safety, preferably in an educational environment

 

 

 

Accreditation and/or certification in appropriate disciplines related to the Right-To-Know Act, PEOSHA and Environmental Protection Agency.  Must hold current EPA and New Jersey Asbestos Supervisor/Contractor Licenses

 

 

 

Must have prior facility management and supervisory experience

 

 

 

Other alternatives as the Board may find appropriate and acceptable

 

 

 

Reports To:

 

Supervisor of District Facilities

 

 

 

Performance Responsibilities:

1.

 

Compliance with all Federal, State and Local regulatory statutes, including the Right-To-Know Act, Public Employee Occupational Safety and Health Act, Asbestos Hazard Emergency Response Act (Subchapter 8), and all other statutes concerning the safety of all District  facilities and their occupants

 

 

 

 

2.

Must use his/her New Jersey State Asbestos Abatement Supervisor License to enable the Middletown School District to become an asbestos abatement contractor

 

 

 

 

3.

Must supervise in-house abatement crew in a safe, efficient manner during all abatement projects

 

 

 

 

4.

Must report back to the Supervisor of District Facilities all actions and precautions taken prior to and after all abatement projects

 

 

 

 

5.

Must conduct annual two hour asbestos awareness training

 

 

 

 

6.

Ensure all outside contractors are aware of ACM locations

 

 

 

 

7.

Must update all asbestos management plans every six months and perform 3 year management surveys

 

 

 

 

8.

Train all maintenance and custodians in Right-To-Know.  Must perform initial training as well as annuals

 

 

 

 

9.

Must conduct annual Right-To-Know surveys

 

 

 

 

10.

Must train all maintenance personnel in Confined Space Law

 

 

 

 

11.

Must train all maintenance personnel in Lockout-Tagout Law

 

 

 

 

12.

Must become licensed as a Lead in Paint Abatement Supervisor when regulations are released from the Environmental Protection Agency and/or the New Jersey Department of Community Affairs

 

 

 

 

13.

Assist maintenance and custodial supervisors in the supervision of staff

 

 

 

 

14.

Plans, organizes, administers and implements safety/health

training requirements for district employees

Oversees hazardous waste and medical waste programs

 

Investigates, coordinates and implements all remedial action as it pertains to indoor air quality complaints district wide

 

Investigates and documents all reported accidents and safety

complaints

 

Oversees and assists in the implementation of all Emergency

Management activity district wide

 

Implements and oversees all IPM (Integrated Pest Management) program activity district wide

 

 

Any other duties as assigned by the Supervisor of District Facilities

Terms of Employment:

 

 

Twelve month year

 

 

 

Evaluation:

 

Performance of this job will be evaluated in accordance with Board of Education Policy No. 4216
